HKIUD has been developing a Manifesto for the Streets of Hong Kong as an outcome document for various research actions across the last decade: - 2016 Betterment of the City; 2018 Actions for Active Ageing; 2020 Wellbeing through Urban Design; and particularly 2023 New Urban Mobility. This included the conference “Healthy Change in the High-Density City” and the workshops “Accessible Streets”, “New Ideas on Roads and Streets” and “Rethinking Hong Kong Streets” supported by a wide range of community stakeholders.
A draft of the Manifesto is now released for engagement, whereupon it makes the economic and health cases for more effective utilisation of existing street space in Hong Kong, together with the delivery of high-quality standards for new streets. The objective is to create an efficient, liveable, attractive and healthy public realm, able to successfully compete internationally in attracting and retaining global talent and improve the wellbeing of its citizens. This proposes a new approach to the utilisation, design and stewardship of the city’s streets in line with international best practice.
It is our objective for the Manifesto to be submitted to the Chief Executive of the Hong Kong Special Administrative Region for consideration in the 2025 Policy Address. We now welcome further comment and endorsement of the Manifesto from societal organisations interested in the quality of development of our city and in its global competitiveness and invite organisations to review the draft and to provide comment and endorsement prior to the Final Report.
A short, online, briefing session will be held on Tuesday 13th May to directly address questions on the content and endorsement. Endorsing organisations will have their logo’s included into the document on the endorsement page.

Following the briefing, an official launch of the Manifesto will be made on 30 May 2025, held at Hong Kong City Gallery in tandem with the Greater Bay Area Urban Design Awards Presentation Ceremony. Organisations are encouraged to confirm their endorsement before Friday 23rd May in order to be included in the launch event and first edition printed document.
