Re. Bills Committee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location)

 

HKIUD supports the Co-location arrangement of the boundary crossing facilities for the Express Rail Link at West Kowloon. The practice of co-location is quite normal and commonly applied throughout Europe resulting in efficient co-operation for the benefit of seamless travel. The co-location of the boundary-crossing facilities has benefits to the community, which are also relevant to urban design and planning. The co-location actually possesses all the merits of urban design principles such as good connectivity, integrated functionality, efficiency (for crossing the boundary) and enriching the experience and contextual spaces in one single building complex. The proposed legislation is to give the co-location the necessary legal framework and support for implementation. Whereas the details of the clauses can be deliberated by LegCo and law drafters, we wish to express our support in-principle to the proposed Bill as it is considered to be an essential step to make the BCF project implementation successful.
