President Prof. Bernard V. Lim, JP was reported by South China Morning Post further to the 15^th Anniversary of the establishment of the Special Administrative Region of Hong Kong (18 June 2012)

Q1. Is Hong Kong a better or worse place in which to live compared with 15 years ago in terms of our quality of life, social equity and environment?”

“Hong Kong has become a better place to live in compared to 15 years ago. There have been improvement in social equity through public engagement – Hong Kong has been very successful in encouraging citizen participation, especially in city planning decisions.”

Q2. Do you take pride in being a resident of Hong Kong and, if so, why? Is it still a city of hope and opportunity?

“I take pride in being a resident of Hong Kong because of our core values – professionals working according to a code of conduct and with integrity.

Q3. If you had the choice, would you prefer to live on the mainland or overseas?

“Hong Kong is my home and base. A third of the time I work on the mainland and I rented a place in Shanghai. I have been participating in infrastructure building and cultural exchange projects on the mainland. We contribute with our attitude and our integrity.

“Bernard Lim Wan-Fung, President of the Hong Kong Institute of Urban Design, said the expansion of URA’s portfolio bodes well for urban development as old industrial areas are prime sources of land.

“Bernard Lim Wan-Fung, President of the Hong Kong Institute of Urban Design, fears that increasing the commercial scale of the projects now would diminish the chances of smaller bidders winning the tenders.”

 “The projects should be run by operators from a diverse background, not just a giant developer dominating the waterfront with brand-name products” he said

Lim added that the government could always settle for a smaller share of the profits.

“A vibrant waterfront does not necessarily require huge investment” he said. “A bamboo pavilion selling snacks can be very attractive if the design is creative.”

‘ Bernard Lim Wan-fung, president of the Institute of Urban Design, said that, while Foster's idea to put traffic underground to reduce pollution and create more open space was a good one, for cost reasons the West Kowloon Cultural District Authority needed to ensure the subterranean space was not too large and put more emphasis on the use of public transport rather than private cars, and improve connections to nearby MTR stations. Lim also believed that the design competitions for several iconic buildings in the precinct, such as the Cantonese opera theatre, should set a budget for entrants. '

 Vincent Ng Wing-shun, Vice President of the Institute of Urban Design, said “the easiest way to improve access to the arts hub would probably be by water transport. We encourage the use of boats, like those in Sydney and Venice. I think this would be the quickest way to link West Kowloon to Hong Kong Island, and maybe even Tsim Sha Tsui."

The Hong Kong Institute of Urban Design formed an Expert Panel to review the design of the three West Kowloon Cultural District Schemes.
The Expert Panel met and discussed with the representatives of the three firms. A Press Meeting was held on 2 December 2010 to present the report to the West Kowloon Cultural District Authority and the public.
